The bad news is that the Black Shield Company has an effective VTOL and the training programs in place to get effective use out of it. This means that the cost of fighting this civilization goes up as the neccassary dedicated counter units are sourced and transported to the conflict zone. The good news is their command structure discounts how effective VTOLs are. As such they've under budgeted for their procurememt. |
