Overview:
Capella Army Brass, after a skirmish with a FWL Black Widow quad Mech, decided to create a
similar design but lighter, and cheaper to mass produce.After months of testing the New
design debued and was named Orb Weaver after another of Terra's Deadly Spiders
Deployment:
This is an Heavy design that just got out of the prototype stage and has just been deployed
along the FWL and Federated Suns Borders.

Hey, a sort of creeping bunker!
Be sure to get into a position where really no one can get out of your front-arc and no one can shoot at you from a range of 16+. And: DON´T MOVE! If you move: you can´t go anywhere and you´ll get a +1 or +2 for your shots while your enemy doesn´t get any target movement modifiers. And please use your Large Laser only if you had run out of ammo (if ever).
Maybe this is a moving weapons-stockpile?

Over armored, over heating, over gunned, under engined. This mech can give nightmares to all pilots, just imagine URBIES zipping around you at higher speed than you can dream about! The mech has just moderate amount of ammo and very limited firing arc, so the warrior can only hope that the fight will be over and there will be no enemies left, when he finally arrives.

After looking this over, I'd take a mackie over a lance of these things. Heck a company even. This should bring screaming alarm bells to your attention now as the Mackie ain't all that great.
This mech isn't worth producing, since a 60 class fusion could go to an ultralight and it'd be 6/9/6 and as useful as a wasp or stinger. So use these mechs as walking bill boards and hot dog stands it'd make more sense than using them for war.

Everything else has already been said, so I'll just pitch in another couple of points:
You do realise that quads can't torso-twist, right? So this ain't the best chassis to go for ultra-low speed.
You try so very, very hard to make your designs lvl1. So why the CASE? I mean, this travesty really wants to face low-tech enemies, right?

I would almost give this design a 0.0 but didn't because I would hope to see and fight this design. Just think of the C-Bills and salvage I can get for my mercs. ^_^
