ED-209 Riot Suppression System

On the surface, the ED-209 appears to be an over-sized grenade launcher with finger grips in lieu of a proper handle and a brace that connects it to the wielder's arm.

In reality, the ED-209 is a variable munitions weapon system. The weapon can fire a series of munition types contained within standardized cartridges; with one exception, the cartridges disintegrate during the firing process, meaning that the wielder simply pops the chamber open and drops in a new cartridge.

The trade-off, however, is that the weapon has some surprising recoil; first-time users must make a separate gunnery save to avoid being caught off-guard and knocked back, and afterwords they face a permanent -2 penalty to their rolls.

Cartridge types:

*shotgun: can either fire shot (needler rifle penetration; triple needler damage due to volume) or four beanbag rounds (as per shotgun slug, but does subdual vs. lethal).

*flare: each ED-209 flare is the same as three regular flares in regards to both brightness and damage if it hits a target.

*grenade: treat as a standard grenade

*grappling hook: for this one, the wielder slides in a special cartridge that has an elongated metal disc as a backing. When fired, a small grappling hook and 20 feet of a proprietary steel cable shoot out. This turns the weapon into a grappling-hook launcher, with the arm brace allowing the wielder to use the weapon in order to swing about (acrobatic check) or even pull distant objects (strength check). Spare cartridges are included, and so if the wielder can retrieve the rope and hook they can re-pack it (weaponsmith check)

I was thinking that, for all but the grappling launcher rig, the cartridges could be enclosed in a type of cellulose casing or something similar that could hold up but would still burn; setting the charge off would result in the cellulose being cooked, at which point the next cartridge could just be slapped right on in. Of course, the trade-off would be that the weapon would need some definite maintenance time once the fighting was over.

This isn't exactly a new idea, either; IRL, there have been experiments with "caseless" munitions and other such methods of delivering rounds.
