Okay here is the plan...build a 15 ton mech that can out run a Locust as well as match it in firepower. IS tech only, you can use Level 3 stuff in regards to things like the new stuff from the Tech Manual, like Light ACs and Light PPCs and Light MGs that are now aviable for the IS.
Fluff is welcome and encouraged, but not needed. So have fun and let's see what folks come up with!

I have to admit to not bothering with fluff this time, since this is a little...unusual of a design for me. It's horrendously wasteful in terms of resources. And I think the name says it all.

==Overview:==
In 3067 Coventry Metal Works got the order to design an competitor to the
standard Locust.
It had to be faster, had to carry roughly the same firepower and had to be 25%
lighter too!
The designers soon find out that a standard engine would leave too little
weight to incorporate some serious armor and so went with an light engine.
The Mech was named "Fuchs" (Alliance's native Deutsch for "Fox") which
triggered some critics from strong anti-Davionists as it was the nickname of
Hanse Davion.
==Capabilities:==
The Fuchs is tipping the scales at a mere 15 tons and has a light speed
advantage over an old Locust. An ER medium laser gives it some more range as
do the new LMG, that in return have some less firepower but the designers
thought it would be worth it as this very light Mechs can maintain some
distance when firing them!
The armor had to be reduced by 15% despite carrying ferro fibrous plates.
==Variants:==
There are thoughts about some variants but no are being produced yet.
The -1X2 replaces the LMG's with two RL-10 and adds an ER small laser instead
of the ammo.
The -1X3 drops all weapons for two arm mounted ER small lasers and a torso
mounted ECM (-1X3A) or active probe (-1X3B).
==Deployment==
The first prototype is performing its first test runs on Coventry but so far
the LAAF hasn't given their Ok for full production!

Here you go.
I worked out the fluff in a few minutes. The notion seems unlikely, but vaguely possible.
I was going insane trying to pull this off until I bothered to read the original fluff, and remembered that the 1V, not the 1E, is the standard Locust.
P.S.
Why is there no head bonker emoticon? And why is that one icon near the bottom of the list ("view more emoticons") wearing a condom?
Edit: Changed the design on a whim, upon rereading Karagin's requirements.

==Overview:==
The Larval Locust - as its name might suggest - is based on the original
LCT-1V Locust. Given the fact that Locusts are found practically everywhere,
the Larval Locust was intended as a comparison and demonstration 'Mech,
intended to impress Periphery militaries with the capabilities of modern
technology. It was hoped that the Larval Locust's abilities would be found so
impressive that cash poor Periphery nations would be willing to spend money on
new technology, despite its expense.
==Capabilities:==
Although five tons lighter, the Larval Locust is significantly faster than the
LCT-1V. While it lacks the range of the Locust's medium laser, the Larval
Locust can put out an amount of total damage comparable to the LCT-1V, and at
a still respectable range. It falls behind in armor and durability, though
sales reps generally try to downplay or avoid mentioning the XL engine's
vulneribility to internal damage.
==Deployment==
Only a few Larval Locusts have ever been built, by various BattleMech
producers. Unfortunately, few Periphery powers have been impressed enough by
the Larval Locust's abilities to spend the significant amounts of money
required for cutting edge technology.

My goal was cheap but I could not beat Rudel. I think mine has more firepower. The Magshot is from Solaris.
