The first Civ I started piecing together has been the Free Worlds League. I'm still fairly early in the development stage of it, so any input you guys might have would be useful. Things such as Starts Techs, Leader traits, etc. I got a list of 32 planets right from Handbook: House Marik. I plan on having Thomas Marik be one of the leaders. If you can think of another good one, we can always have two or more if wanted.
I'm staying away from Civ specific Units and Buildings for now until the SDK comes out. Once I have something I think is fairly decent, I'll upload it here so you guys can test it out.

Wow, im guessing this is a battletech mod for Civ IV, wow, info please!!!
As for Thomas, i would definatley say Creative, he did manage to sort out the infighting (mostly) and made decent gains from the clan wars, using thier 'safe' position but still getting the tech. And a second one is tricky, either Financial, he did sort out the money problems of the FWL, or maybe something related to Scientific or Industrious, because again he benefited his house with tech, and revamped most of the leagues flailing industry.
Any other guys you need help on? Ive been a Civ scenario editor since Civ2 and have become quite adept at balancing and creating, don't ask me to do any skins though. I hate that, useless at it.

Also, as far as techs go, i would have to get an in depth look at the overall plan, i.e, is it set 2400, 2700, 3025, 3050, dawn of Jihad? It would be relatively easy to get some techs going with times. Although for the non-warfare related techs it might be tricky, as the novels don't really give you much info, and i don't own any of the manuals.

Don't forget, we can also create our own traits in none of these fit the bill the way we want them to.
With that said, I'd really like to get the Civs created with the base offerings. Once those are done, we can then take a deeper look at creating new techs, civics, units, traits, etc.

Yeah, the non-Warfare ones could be tricky. There would have to be techs for researching jump space technology and other such stuff like that. But reworking the tech tree will most likely be the very last thing done with this mod as I seriously think it's the most time consuming.
As for skins and graphics, we may need to try and find an interested party who is good at that, because I suck as well, and if we want to have BattleMech graphics, we'll need to find an artist.
Can we change the timelines (Start, increments, end year, etc)? I haven't looked into that but could be cool to start in say 2200 or something and work forwards towards 3060.

We should be able to change the start year and time elapse per turn/era.
So with techs we should be able to break them down for each notable era of the BT timeline, Pre StarLeague/ Star League/ Succession Wars (Break these down as needed)/ Clan Invasion/ Post Can Invasion/ and maybe even further.
When I get home I'll take a look at each of the traits and try to assign them to each major IS Leader.
Kurita: Aggressive / Spiritual (???) - Theodore Kurita
Davion: Hanse Davion - Scientific/ ???
Victor Steiner-Davion -
Steiner: Melissa Steiner -
Katherine Steiner-Davion -
Liao: Sun Tzu Liao
Maximillian Liao
FWL: Thomas Marik
FRR: ???
We could even do the smaller States as well, possibly even Sky, St. Ives Compact, and the Periphary States (Marrian Hegemony, and the like). Unfortunately all of my books are back in the States so I can't rember all of the smaller periphary states...

I'm not sure I want to get into the lesser states. I figure the 5 Successor States and then the Clans should be enough for starters.

Clans: ( I don't think you could really break them down into seperate Clans. Maybe Crusader and Warden Factions, but I don't think you could do each clan.

Aggressive / Organized but that may overlap with Kurita.
Thoughts? Suggestions? Am I way off base?

Wouldn't Steiner be financial? I mean, aren't they merchants at heart?
Also, don't forget we can easily create our own traits. I can think of a few twisted ones for Liao.

Yea I guess you are right. Melissa Steiner should be Industrious / Financial. I'm not sure about Katherine though, she was too cold blodded.

I'm afraid i have to disagree with the earlier post. You need all of the clans seperate. Without them there would be very few factions. However if you have all of them you have to many, so i would suggest only using the clans which have played an active part in the IS. so the Falcon's, Wolves, Jaguars, Bears, Vipers, Cats, Sharks, and maybe a few more favorites like the Blood Spirits and Ice Hellions.
As for time line related factions, it would be difficult. unless you throw them all in together at the start. For example if the start date was 2400 you could include
Marik
Stiener
Davion
Liao
Kurita
FRR
Terran Hegemony
Word Of Blake
Comstar
Outworlds Alliance
Perphery States
Merc Board? (As all mercs grouped in one)
Clan Jade Falcon
Clan Nova Cat
Clan Ghost Bear
Clan Wolf
Clan Ice Hellion
Clan Smoke Jaguar
Clan Steel Viper
Clan Diamond Shark
It is quite a big list and looking at it the Clan list could be cut down alot. Three or Four should suffice. I guess people would prefer single clans rather than gropued clans, as that way you could have infighting.
Also, i left out the Star League as it isnt as such a faction, more a United Nations (You can guess what im getting at here!) I think we have a World wonder!

Wanallo, my point was that with the limited umber of Civ Traits available, I don;t see how we could have more then 2 Clans, with out getting redundent with the traits. Even then I stil ldon't know how you'd have two different sets of traits for the Clans. Agressive / Expansive and ??? / ??? ?

The default game has 26 leaders, so it reasons that we could have 26 in this Mod.
Well, we would just need to be creative here.
Clan Wolf- Khan Ulric Kerensky: Agressive/Philsophical or Industrious/Philsophical or Organized/Philisophical.
Clan Jade Falcon- Khan Marthe Pride: Agressive/Industrious or Agressive/Organized or Agressive/Expansion
Clan Ghost Bear- Khan Jorgensen: Agressive/Creative or Creative/Industrious or Creative/Spiritual
Clan Smoke Jagure- Khan Leo Showers: Agressive/Expansion or Expansive/Philsophical or Expansion/Industrious
Clan Nova Cat- Khan Severne Leroux: Agressive/Spiritual or Spiritual/Philisophical or Spiritual/Organized
Clan Steel Viper- Khan Zalman: Agressive/Organized or Organized/Expansive or Organized/Industrious
