I made it, but I can't decide who uses it.
It's a close assault 'mech, like the Victor or Hunchback. Used for defending and attacking in close quarters. It's especially effective in urban and forested environments, thanks to the twin flamers in the arms.

I say Davion or FWL...might go with a few in service to Laio, since you do have a flamer on this one and they did at one time seem to favor those weapons.

Let's go with League. The Davions already have relatively large numbers of the Victor, and I just can't bring myself to design something for the Capellans (although I have been known to have brief lapses of sanity during which I do just that).

==Overview:==
Introduced to the Marik army in 2457, the Lilaya was one of the heaviest
'mechs of its' day. Though it is now surpassed in firepower and armor by
newer, heavier designs, it remains a stable, formidable machine.
==Capabilities:==
The Lilaya was designed as a close-assault platform, and as such mounts
formidable short-range weaponry. Primary firepower is centered around the Kali
Yama autocannon, later made famous on the Orion. Supplimenting the Kali Yama
gun are three Magna Mk II laser cannon, along with twin Olympian
fusion-powered flamethrowers.
As an assault machine, the Lilaya can be expected to come up against a variety
of enemies, not all of them in battlemechs. The low rate-of-fire, high calibre
autocannon is excellent at blasting apart fortifications and soft vehicles
alike, making it effective when assaulting established enemy bases and
outposts, and the twin flamers are useful when attacking entrenched infantry.
Placement of the weapons was given special care during the design phase. The
Kali Yama gun is mounted over the shoulder on a semi-turret, allowing for a
full 45-degree lateral axis, and a 62-degree vertical axis. This turret allows
effective fighting against low-flying craft such as VTOLs, but the 'mech must
crane its' torso back to engage high-flying fighters. Two of the laser cannon
and both of the flamers are mounted on the arms, inside recessed and armored
housings, ensuring both a maximum field of fire and optimum protection for
when the 'mech engages in melee combat.
