Overview:
In 3028 there was a small arms renassiance in the Inner Sphere. Before the discovery of the Grey Death Memory Core, design advances were often small, and fairly practicle.
Many of these designs were abandoned after the discovery of the Core, which, in hindsight was a diservice to the engineers and scientists who developed them. One of these developments was the Rosebud PPC.
Designed for the FWL's Marauder and Warhammer battlemechs, the Rosebud had a shorter range, but higher damage potential then the regular PPC. This project was intially seen with much favor, but after the discovery of the ER PPC, it fell away to the sidelines.
The only mech to ever mount the Rosebud intentionally was the prototype Potemkin. The Potemkin Class BattleMech was designed soley to evalulate and take advantage of the Rosebud PPC. A small number, around 68, were produced by the League before the discovery of the Core. It is estimated that 30 or so have been destroyed since, but that the last 35 to 38 might still be seen in the Inner Sphere.
Capabilities:
Designed to use the Rosebud PPC, the Potemkin is a Mech built for the brutalness of close combat fighting. The Rosebud has small ranges, almost equal to that of a medium laser, but a very high damage potential. Because of this, the designers need to figure out a way to give the Potemkin enough manuverability to bring the PPC to bear and keep it in its perfered range brakets.
To do this two things would be needed. The first would be the deployment of jump jets into the design. These would give the unit unprecendent manuverability, either in a city, or in the rough mountain terrain so common on many worlds.
The second thing was almost full armor. This would allow it to weather the storm of incoming fire long enough to bring its powerful weapons to bear on enemy targets.
However, the Rosebud PPC has had problems. Its inherent destability has led to numerous breakdowns in Warhammers and Marauders, and although the Potemkin has numerous fail safes and computer backups in place, the chance of failure is still high. Because of this two medium lasers have been placed on the unit, one in the left arm, one in the right torso rear. This allows the Potemkin the oppertunity to retreat if things go against it.
And because the designers did not want it wholey without long range firepower, the unit comes equiped with an LRM 10 with an impressive 24 rounds of ammunition. This unit can be used for mine laying, or, as is becoming popular, it can use the new Phoenix Two LRM systems, the adhoc replacement for the old system of the Crusader BattleMech.
Battle History:
The first deployment of the Potemkin was against pirates opperating near or out of the Marian Hegemony. The Free Worlds League was able to offer a target that the pirates could not refuse: a dropship, loaded with fusion engine replacement parts, being called in as crashed on a planet far away from any FWM units.
However, rather then being full of spare parts it was full with a company of Uhlans. Setting there ambush the company waited, and the two mech unit sent to Guard the dropship was an aging Grasshopper and a new Potemkin.
The pirates moved quickly and went straight for the heart of the trap. They moved faster then expected, and were able to penetrated deep. The trap was sprung and the Free Worlds Mechs struggled to catch up with the nimble pirates in the rocky terrain. As they came up on the Dropship, the Potemkin engaged by itself. At nearly pointblank range, the Potemkin opened up with the devestating barage of a medium laser, Rosebud PPC and LRM 10 with the new Phoenix Missiles. The pirate, in a very abused Hunchback, was forced to eject as he watched his machine die beneath him. He never got a shot off.
By the end of the battle the Potemkin accounted for three enemy dead. The machine was very well abused, the jump jets exhausted, and the LRMs spent, but no other mech had as many kills.
Variants:
There are two varients to the Potemkin, neither remove the Rosebud PPC or the Phoenix Two LRMs.
The first was an upgrade done to remaining machines in 3050. The heat sinks have been replaced with double heat sinks, and reduced back down to ten. CASE is added, and the medium lasers have been exchanged for medium pulse lasers. An ECM unit has also been included for further protection from long range attacks. The PTK-33A has been considered for renew production, although new lines would have to be made to reintroduce the Phoenix Twos and the Rosebud PPC.
The second modification is a highly secret project by the Star League Defense Force to surprise the Clans with, should hostilities errupt once more. This unit mounts reactive armor, CASE, ten double heat sinks, endo steel internal structure and a far more advanced targeting computer. This unit, the PTK-33E is still on the drawing boards and has yet to see even prototype deployment.

Ok I put a TON of effort into this so I expect a response. A few notes.
1 = Rosebud PPC gives up range for firepower. it weighs 7 tons, takes up 3 crits. Has 10 heat, 15 damage. Range for shrt is 1 - 3, med is 4 - 6, Long is 7 to 10. Very simple. Invented by FWL in 3028
2 = Phoenix 2 LRM work just like ordinary missiles, except they have a min range of 3 only. They cannot be combined with any other targeting and tracking system. They are unable to use other warheads. Cannot be taken in half ton or quarter ton lots.

I'd like it ok if it were a Level 1 design, but the PPC thing bothers me. Waaayyyyy too much firepower for no real drawback except a 1/3 range drop. And the LRMs? They get a shorter minimum but no other drawback (except they can't use anything but standard munitions)

True, i agree on both counts actually. I got them off of a website someplace. It had all sorts of dead FASA designs on it, and dead FASA equipment which was never published.
But this is very easy to convert into Lev 1. The PPC becomes a regular old PPC, the LRM becomes regular old LRMs.
See what I was trying to do was work with new tech that wasn't based on something the Clans make. Cause the Clans had access to all sorts of materials that are VERY rare in the Inner Sphere, so its stupid of the Sphere to try to copy them. They are years ahead, and they'll never be able to build Clan spec weapons anyway, so my idea was to try to bring back some of the weapons and equipment FASA had made but then dropped for some unknown reason. I thought it was a cool idea, but the weapons might still need tweaking. You could make it a 3/6/9 range weapon, which would make it equal in size to the AC/20 for range, but less damage, less tonnage, and more heat (which would actually be balanced). One interesting side note, when I put it into a BV calulater it calculated exactly the same as a regular PPC, so technically it should be equal in overall performance.

Unfortanitly no. I lost a lot of my links. i do remember that it was linked to the Industries 3060 site that had what was made and who made it in every nation state (i lost that URL too).
This one had all the FASA dead mechs. I got the URL from here, maybe Vampire?
The site is organized into many categories: light mechs, medium, heavy, weapons, tanks, etc etc.
The mechs are listed in color code and in a long list in alphebetical order. the colors are green, blue, and pink, each meaning something else (like pink was FASA unpublished i believe).
The weapons section has the stuff in the above post.
Well if anyone knows what site i'm talking about then i'd really appreciate getting that link back!!

Nope. its a varient of the snub nosed PPC. After putting it into the weapons creator and calculating its BV it is exactly equal to the regular PPC. Therefore I consider it balanced. You just have to use each weapon in the situations they are meant to be used in, and no other.
