It was an uneventful day at the Bar & Grill when Raven decided he was bored. Packing up his laptop, he stood and smiled nicely at everyone and then uttered: "I'm off to ruin people's days!" And he trotted out feeling evil and good, all at the same time.
Stepping out into the street he saw a group of BOIL staff ready to do as he demanded. He waved them over and huddled with them for a brief time, handing out files and three-ring binders. An almost endless supply of three-ring binders. He stepped back, grinned, and with a final wave, he headed off down the street as the group broke up.
After a few blocks he turned into a shop at the end of a small little deadend street. It was pleasent: flowers in window boxes; trees growing from tiny, little, well tended building front gardens; even a brick sidewalk and children playing in the street.
Raven stopped outside of his target, a sweet looking cafe which catered to the local neighborhood. It was a pleasent place and as Raven put his shades on, his grin became wider and wider. With two quick steps he was up the stairs and into the building.
The owner, a sweet old lady, went pale as she saw the imposing figure in the business suit. "H...h...h...how can I help you, sir?" She stutered.
Raven grinned evilly. "You're being audited! You forgot to pay 3 cents on your Muffin Tax! Such heinous crimes will be punished!" Cackling Raven sat down at the bar as he pulled out a three ring binder and a calculater. Then he paused.
"While I'm here could I get an OJ and a blueberry muffin?"

A gruffy old nco walks into the room. He chuckles and shakes his head almost sadly. "Son. You obviously have not been trained by your sergeant well. Since you spoke, you volunteered!" He hands you a clipboard, roach catching equipment and a pair of gloves. "NOW GET TO WORK MAGOT!"
