I tried to explain the TC here, even if the explanation is very poor, I'm not able to figure out something better. Activating the TSM was discussed there too.
The XL was the only way to give it the speed profile of the PXH and on the open terrain its hard to avoid 7/11/6 (with the TSM engaged) mech for most enemies (ER laser may help to cover it's approach).
SRMs may replace the MRMs easily and using this field modification isn't discouraged by the DCMS.
Using this expensive mech only for city fighting doesn't look like good idea, its fast enough to close on most enemies.
