Why not use them in Assults? It just makes sense; however, it is described on Starwar.com as , "It favors fear over function, as the immense craft is more a weapon of terror than a completely efficient combat vessel." It can assult lightly defended positions, but it is not an assult unit like the AT-TE was for the republic.
As for the AT-TE while it could carry 20 clone troopers, it's primary purpose was as an assult unit. It carries far more weapons and is described as an assult unit on starwars.com.
Overall, the AT-AT is still a transport

I agree it can do the job in an assault but still against anyone with brains, and no the rebels weren't doing everything on the bright side or taticfully either, the AT-AT is a dead duck, it's slow and big, which means instant target.
Still it's an interesting vehicle and one that I think was more of a surprise back in 1980 then anything else.
Sadly though the AT-TEs became cargo and troop transports via stuff in the SW EU and the AT-ATs are the work horse units...
