Can a VTOL use an Arrow IV system? If it can muster the weight?

Not being an expert on either vehicles or Arrow IV I'm going to say yes...

I built one once; an Arrow IV fits nicely onto a Yellow Jacket chassis.

And if you don't want complete Arrow IV systems you can always replace bomb loads with Arrow IV missiles. IIRC carrying one Arrow IV load takes five standard bomb slots.
Homing missiles coming in for your TAG-equipped troops when the enemy is sure you have no artillery at all!

I don't think v-tol's can carry bombs. They are classified as conventional vehicles. It's the conventional fighters and the aerospacee fighters that can carry bomb loads.

Yellow Jacket mounted Arrow IV makes for fairly cheap yet mobile and flexible artillery. Cram up to 15 shells into the little VTOL if you dont mind losing a little armor.

Who needs armor when you have that kind of range and firepower?
