Clanner LRM systems have no minimum range. It got left out at some point, and then it was seen as too hard to correct. Personally I think half weight is plenty bonus enough.
Clanner ACs have minimum ranges, but perhaps not the same as their IS counterparts.

Clan LRMs have no minimum range. LB2-X has a minimum of four, LB5-X has a minimum of three, Ultra AC/2 has a minimum of two, Ultra AC/5 has a minimum of two. The rest have no minimum ranges. This is from the TDB weapons list.

You can get TDB on this site. Downloads/Designers/BattleMech on the navigation bar, and it should be there.
