Lacks OOMPH? You can't be serious! I'd consider two clanner ER PPCs to be plenty OOMPH for a 65-tonner. Of course, there's really no need to build a new mech to carry them. Just mount them on old Warhammers and Marauders instead.
Oh, I forgot. Military procurement demands you pay oodles of money for stuff. I just didn't think it had affected the Kells already, them being technically mercenaries.
