(Note: For once I decided to try and make a civilian vehicle rather than a combat job. I know it says tech level 3; that's because that's what I had HMV set to when I created this and didn't catch it.)

I'd drop a ton of armor and put it towards cargo. This design illustrates how the vehcile design rules fall apart at the lower end: this is rather large for a civilian helicopter, at least one that would be used by police or just general transportation. For the police, I'd add an advanced sensor suite for tracking running suspects.
