Capabilities:
The Pyromaniac is what happens when IPD decides to make a point. The Black Hand was a,
pardon the expression, Black Swan event in an independent star empire in the shield wall.
Peaceful and out of the way, there had never been a need to absorb them and they were decent
trade partners. The Black Swan event was a cultist uprising. A religious order that
started out helping the poor eventually turned into a coup, violently taking control of the
government, and rather ruthlessly executing anyone who would not convert. Heavy flamers
were their prefered tool for this purpose. So far, not good. IPD responded with
humanitarian resources, offering evacuation for those who wished to leave. The Black Hand
chose to prevent this offer, mobilizing a full military response and stepping up their
pogrom. They didn't realize IPD was not making a request, and had a sense of irony.
