Not sure if this would be a very worth while design change or not, and yes it would be a lot better with double heat sinks, so it has some hope...but the question is this would it be effective as the normal Ubrie?

As you say, this would be quite effective with DHS. As is, I don't think that this is as effective as the original. If you fire both PPCs, you'll spend the next turn silent and immobile. It would be just as if you were only dealing 10 damage per turn. The only advantage over the original that I see is the lack of ammo, which saves you from going boom.

I'd suggest trying 2 LLs and heat sinks.

I hadn't considered that angle. If I want to scare people, it usually involves an AC/20. I suppose that this would give the other side pause. But I think that their concern over it would fade quickly once they noticed it spends half its time doing nothing.
