so, is a BT fusion engine like this star being built on Earth? if not, then would any of you like to post some rules on the design submissions forum that tells how we can have BT "star" fusion power plants? Clan BT "star" fusion power plants would probably be easier to make than Inner Sphere/Periphery "star" fusion power plants.

The 'star' fusion plant you are referring to is just a plain ol fusion core. The 'star' reference is to the fact that the only known form of sustainable fusion generation is in the form of a star as a result of the immense gravity.
In order to fuse atoms together, you need two factors: pressure and heat.
A fusion bomb uses mostly the first, pressure, through the explosion of a fission bomb to force hydrogen atoms together resulting in a massive, sudden release of energy and heat.
A star uses mostly the first but is assisted by A LOT of the second. The heat excites the atoms and causes them to speed about and smash into each other making it even easier for the pressure to force them together.
A fusion reactor on earth at the moment tend to focus more on one direction or the other because of the energy cost involved in both methods. Many are attempting to force the particles together inside a magnetic bottle while other attempt to use lasers to excite the particles enough that a weaker magnetic bottle results in fusion. None of these methods are yet sustainable, and only one that I know of produced a net gain in energy from the process.
