So Iwas going through the information for the Colossus and Iwas hoping to get a clarrification on something.

Just a guess, but yes, I would assume that means passengers. Not I don't use aero, dropships, jumpships, etc, so I really have no basis in my opinion.

Bay personnel—for vehicle bays and such—are not listed (the bays themselves incorporate a limited amount of bunk space for such personnel). - TM p.188.
Infantry and battle armor bays, and cubicles for other units, incorporate basic accommodations for the units’ crews and technical support, and so do not require the installation of additional passenger or crew quarters. - TM p.239

I guess I get it. So the ship functions with the crew and officers, and the bay personell arent needed to run the ship, the handle the day to day in the different bays.
I hope I have that right.

Yes. A ship can operate at 100% status with just its ship board crew. That means maneuvering, propulsion, and weapons and so on. Even certain aspects of cargo management.
But you couldn't repair, maintain, and efficiently stow units using ship board crew. The bay crew does those activities. Bay crew also represents the units pilot/crew/members. Thus why a mech bay is 1+1 crew: 1 pilot and 1 lead tech.
