Just found it in AT2 errata. Fighter, Small craft, Mech and ProtoMech bays have spartan quarters for crew and technical support. Personnel needed for each bay is listed there too (with some info for those, who have older AT2 too).

No extra tonnage is added for Bay Personnel. Bay Personnel "appeared" in AT2r, after development of HMAero, but the 'Mech/fighter/vehicle bays were the same mass from BattleSpace to AT2 to AT2r. Life support /cost/ is added for the extra personnel, and they eat your food and drink your water, but no tonnage is added for them.
