Yet another thought -
In some areas, those who are unemployed for a long enough period and who are fit enough might be compelled into reserve status; likewise, those who are homeless might be compelled into becoming lifers.

Ugh. Sounds like the Swedish military machine in the 16th, 17th, 18th centuries. Men had to have a home and something to call work, else they were vagrants. And that was apparently illegal. You would end up a professional soldier immediately if there was need.
