Gosh, wish I'd seen this when it started.
Assuming that the successor states are all pretty much on the same tech base, then any major tech increase ought to be available to any power provided they can put the money, the mindpower, and the manufacturing into making it. So the X-value is which house has the ingenuity to invent a new weapon.
After all, ECM works fine, Davion has no need for better ECM, but after getting whooped a few times by Liao stealth armor that they couldn't hit with their vaunted RACs, the Davion's are going to put some research into it.
Happens in real life, at least a little bit. In WWII, the Germans started with a low-velocity 75mm and 5cm of armor. It sucked. The Polish and the French could knock out the German Mk. I-IV with relative impunity. The 75mm couldn't get through the fortifications the French and Polish set up, and the armor couldn't stop the HV 76mm standard in the French and Polish armies.
After 1939, the Germans tried to create a HV 76mm. They got it built, but they couldn't mount it in their turrets. Then they started building Jagdpanzers (based on Czhec and Polish designs).
In 1941, the Germans invaded Russia. The Jagdpanzers got creamed by static defenses and, lacking a turret, they couldn't get their HV 76mm guns on target before getting blown up. The Russian KV series and the T-34 had better guns and thicker armor and were in general better built. The Russian problem was they didn't have enough and they didn't have them in the right places.
So the Germans figured out how to put a High Velocity 88mm in a turret and the result was the Tiger I.

I just got my hands on Mercenaries supplemental II and found the table on p. 88 quite interesting.

I took only those items that have been a bit more controversial (on the board), other items are generally available to IS forces in 3067 (with the exception of periphery states).

So that means anybody can have anything by 3067 except CC,CS and WoB can´t have HGR
and DC,FS and LA can´t have Stealth armor.

Now that's just not right. The Cappies get both TC and RAC by 3067, but we don't get their stealth armor?
I agree that, over time (5 or so years), everyone's tech would be available to everyone. But they ought not to put exceptions into it like that. It doesn't make sense.

Same, Null is better but its LVL 3. That is why it dosent get more use.

Null signature also appeared on new Solaris 7 mech (3055 upgrades, Werewolf I think) with reports that it was made anew. Maybe that it will appear again (pure speculation and probably DA speculation too ). Fluff states that it's highly unreliable.

The NSS is Star Leauge tech. Its probally unreliable because no one knows how in the hell to keep it working, not to mention a lack of proper parts.

Werewolf fluff states that O'Neil Battlemechs of Solaris made copy (not perfect, but new and probably with their own spare parts, NAIS may have some samples too) of this system from some Specter battlemech. Of course that it's only fluff, but it would mean that Null signature may reappear again later. TCs were lvl 3 only for IS, so it may replace stealth armor over time. (just thoughts )
