That big guns placing ... some relation to Crockett or Katana (or MAD  )?
Lasers provide solid backup, speed is above average for standard engine and durability maximal (full armor, standard engine, CASE)
For 3055 era its good med-long range fighter with good short range punch, but watch your heat.
Say 3.5 with some fluff.

The placement DOES bear a strong resemblance to the good ol' Marauder, doesn't it? That was quite unintentional.
The speed isn't anything more than average for the era it was originally intended for (3025). Just about everything 90 tons and below moves at least 4/6 in that era (look at the Zeus, Cyclops, Battlemaster, Victor, etc).

Sorry but that is still a heavier MAD. 
I might drop 2 med lasers for the ability to fire every round with the LB and the dual PPCs but that is just me. I love the generous ammo load as well.
