I already posted my review for OA, the design i wrote up based on your requirements.
Honestly it was a 3.5 but because of Guan Yu's name, i gave it another point. YES Guan Yu is that important.

Honestly, unless your on the offensive with your troops I can see this being a big boon doggle. Too much time it will be out of range or in the wrong place on the defensive.
On the offensive when you can know your opponent won't be manuvering because his position is fixed this mech can do some serious damage especially in the Alpha or Bravo configuration. The Primary configuration isn't as good in my mind.
Its not bad, but I've never seen Liao troops be much of anything with assault class chassis. Usually they're scrapping for anything, so how can Liao even in the Factory mass appearance of later years find a spare line for an omni assault?
I'm still not sold on it so I suppose its a solid 2.5.

This was built for the offensive.. but the Cappies may not realise that yet. ( i don't defend them.. i'm not one of them )

Well some bright spark wanted to outdo the Yu Huang and just worked from there. I actually prefer the Alpha version. It won't be the first time an alternate config is better than the primary.

How do they get the space to built the Yu Huang? Personally i think the house lords are all shamming. These lot have many worlds and their industries arre barely compares to earth now??? NO realism isn't much use in battletech i'm afraid.. even the succession wars couldn't account for much..
No criticism here. Just that with the way the btech world is going anything seems likely.
I should also note here that the Guan Yu prime costs JUST under 14 million c-bills. The
Yu Huang Y-H9G costs about 23.76 million c-bills.

Erenon....granted some of this planet is heavily industrialized. But how much of that industry is going to the military? Actually very little. Industry is too busy producing things for commerce and industry. Like shoes, cars, computers, tupperware, glasses, tools, cups, shirts, fast food french fries, etc...

Truth.
But there are at least five planets outside of Terra that are competitive with Earth today. The five capitals. Add the regional capitals, New Earth and some of the worlds closer to Terra and you've got a honking large industrial base with plenty of people.
Sure some worlds actually end up supporting others but the net result could still be pretty big.
BUt all this is moot. what matters is that the universe is set up the way it is..
oh well.

It's not really manufacturing as much as it is a question of shipping those weapons somewhere. Hanse Davion almost destroyed the economy of his realm by commandeering so much private shipping for the attack on the Capellans. No, most planets would build the stuff for their local defense on site. Only the real specialty items like mechs and advanced electronics should be beyond the reach of anyone with a 20th century techbase. Conquering planets just wouldn't work, the defenders can have incredible amounts of gear against whatever you manage to bring in from the next system.

Nope I dont have to buy it it was at about that time I didnt like the way the universe was going and decided to go with a different timeline.

My ratings:
prime 2.5
A 3.5 (I can't give it 3.25)
B 4
The mech has problems with the gauss in unprotected torso (prime will be left with the AC and rear-firing laser)
