Well, I see a wasted potential in this.
The problem that I always had with the original Watchman: Davion has such a huge military. If they wanted sentry 'mechs, why not use some of the huge old stock that is rapidly getting replaced by new toys? I don't know, the very cheapness of it makes it a waste of D-Bills, right?
Another reason why I don't want this to follow the Watchman: I love lvl1 'mechs fiercly! If this lost the CASE, it could be a 'mech that was developed sometime like 2950! Up the MG ammo to one ton (to stay in character compared with the majority of lvl1 'mechs) and give the side rear torsos at least one more point of armour. With those changes, nothing would stop me from hitting this baby with at least a 4.5!

Way i look at it, building a new factory to produce new mechs isn't entirely a bad idea. While it costs money to build the factory. It can also boost jobs and the economy.
Sure the mechs costs money, but it could mean that a planet now has a viable industry.. of course, the full mechanics of this are definately more complex that this simple theory, but it is possible.
Also new mechs give the populace the idea that the state is still strong enough to be churning out new ideas and mechs and that it is serious about protecting them. Giving a milita casts-offs from front-line units doesn't have quite the same effect..
Designwise, i could have made this a little better, i believe mud said that the mech has more than enough heat sinks and to reduce them for other goodies.. he has a point too.. as for level one.. yeah, what you say makes perfect sense as well

Ah, but this whole economy-job-boosting thing would work at least as well (if not better?) with all these new front-line toys that are popping up "like sand on the beach" (German proverb).
So, if actually constructing a whole new facility, an investement in the billions, I would suspect it would be aimed at front-line machines.
And really, I love the old designs more than anything, lvl2 upgrades and all. I, as a mechwarrior, would not feel any stigma in it. In fact, I would always prefer to pilot an original Enforcer, 3025 or 3050, to piloting a Watchman!
But if you gave me a version of this (maybe a predecessor) with only the changes that I have stated, I would totally dig this one. And there is no such thing as too many heat sinks - they soak up crits, they give you coolness, which, even when redundant, is always a fail-safe.
Just on the above, despite my signature, which, as you know, is really a quote from Vampire, I have started to appreciate decent rear armour. Yeah, despite my love for the Rifleman - but the RFN doesn't have anything vulnerable in its torsos. The Hunchback, on the other hand, gets screwed over very often. So, just for the protection of the MG ammo, one extra point in the rear would be nice.
Other than that, this one really, really packs a heavy punch. And the dissipation qualities are nice - it allows for minimal movement even when firing all close-range weaponry. And it's definitely not an alpha-striker, so it can't be called munchy. Oh, I cannot get over it how much this should be a 3025 design! Yeah, 3025, not lvl1 3058!

The appearance of the GDS-1B Guardsman in the Fedcom has led CeresMetals Delta, a small subsidiary of CeresMetals, on Capella to file a lawsuit claiming that the design chassis is a direct copy of its RV-1L Revenge, an variant of the Vindicator built with a reinforced structure (along with other changes that benefit left-handers) that it had been producing in small numbers since 2999.
CeresMetals Delta points out that stylistic changes were made, the Guardsman still has over 90% similarity in terms of structure along with nearly identical weapons and layout. However despite its strong case, current relations between the two states makes it unlikely that the lawsuit will get anywhere.
Capabilities
The Revenge is a simple Mech, with a Ceres Arms Smasher PPC identical to the one used on the Vindicator as its primary weapon. The only difference is its location on left arm, allowing left-handers to make better use of the weapon.
This is backed up by a trio of Ceres Arms Medium Lasers, again identical to those on the Vindicator.
Even the armour and jumpjets are similar though the Revenge makes changes to its cockpit removes the protuberance in the cockpit from the medium laser's components.
Deployment
Several Revenge Mechs are in the hands of Capellan militia, making it likely that it may face its Fedcom copy.

You can always retool a production line to produce other mechs. We see it today in the assembly line industries, it's been in use since the times of Ford and Taylor. No reason why it can't be done in the 3st century. It's always cheaper to retool an assembly line than to set up a new one. It's even cheaper to buy whole Mechs than produce them, even under license.
