Or if using Offboard unit rules... place them 2-3 maps away

Even if you are playing on 7-8 maps, these can stay way back. With this kind of speed you can keep them back from the action fairly easily. Although I can see a 'Bee killer" light that is super fast with LBx ACs.

Whats the BV for this baby? Its cost is 1 100 000 according to the Vehicle Factory, is that right?

Sure, it's slower than the Saladin, but has slightly more armour, and is lighter. It is also more flexible as far as terrain goes, but all up a lot more vulnerable. If my numbers are correct, it also costs almost 200 000 more than the HOvertank. Yeah, a BV comparison would be interesting. (Really need to get HMV)

How can this be? How can the BV be about 300 pts higher than that of the Saladin?

I've only used VTOLs once or twice - they have a nasty habit of dying.

So, how is it that my design is meant to be so much superior?

Versatility in maneuver, probably. The Saladin is a hover, restricted to certain types of terrain. Your chopper, on the other hand, can move wherever it pleases, completely ignoring terrain.

There it is. Even slower, the VTOL has a much higher movement factor than the hover, which significantly increases its BV.
