I'd like to write some fluff, but I need some more information.
- What is the intended function?
- Who makes it?
- Who uses it?
- Any particular quirks you want written in?

Okay as to who makes it, it's made by the Soltick Company...
I haven't given them a House affliation yet. Just something I came up with and though it was interesting enough to share, but needed some help with the fluff.
You guys could fill in all of your questions with your take on the mech via the fluff. Mix it up and see what happens. I just can't come up with anything and the two times I tried, I noted that I was repeating fluff for another couple of mechs. So have fun with it.

OVERVIEW
Designed in 3041 to meet the Capellan Confederation's need for an inexpensive 'mech force, the Mackerel fits every point of its design criteria.
CAPABILITIES
Unfortunately, the design's low cost came at a high price. The 'mech is almost laughably slow compared to other light 'mechs, precluding it from scouting duties. Its pitiful weapons array makes the 'mech a liability on the battlefield. For the most part, this 'mech lacks in almost every field that counts.
DEPLOYMENT
Despite its crippling design flaws, the Mackerel has been deployed across the Confederation, much to the dismay of the Mechwarriors expected to pilot them.

Nice. Funny that the CapCon get's picked for a slow 20 tonner. Interesting none the less.
So based on your fluff take, the milita units or frontline units get this mech?

I'd say militia. It frees up the more capable 'mechs for the frontlines.

Actually, before I saw the fluff appeal, my only thought was that it was a nice anti-infantry machine.
I was about to suggest that it be like the Rakshasa; a vaguely successful IS attempt to copy a Clan design. I just can't think of a reason for someone to try to copy the Piranha.
But now I just remembered the LRM, so maybe that wouldn't work. Hmm... It's much easier to fluff my own 'Mechs, you know. Usually some basic fluff almost always forms around them during designing or naming (this one's from New Avalon, this one from the Draconis March, this one's Lyran, etc...) But that's not coming here.
Hmmm.... Nothing. I'll give it some thought. My best ideas hit me late at night when I'd rather be sleeping instead of writing them down. I'll work on it, see if I can come up with anything good.
Is this called fluff by committee?

Special purpose mech, without a doubt. And no jump jets. I don't think it's made for combat against anything serious. Machine guns work well against people, but if you need eight of them you're in a city without jump jets. It could be good for clearing out large packs of vermin on agricultural worlds?
So this unit is intended to work against large crowds or large herds of dangerous animals. It's got an LRM system for shooting flares at night, helping other units with better long-range capabilities see the enemy.
You know, if you spread out the MGs a bit so the mech cab shoot in a wider sector... It could be a specialist defensive mech for someone attacking low-tech worlds. The company anti-infantry machine that does nothing else except for the occasional specialty LRM salvo.
