Your objective: design a dropship capable of acting as both a heavy weapons platform and orbital command center.
Tech: Preferably level 1. Not required, though.
Weight: Any.

It's called a Fortress Class dropship.

Command center for an invasion force.
Weapons platform against enemy dropships.
