What's the average time before a submitted design is put into the TRO section (or is disapproved)?

It varies. Mordel's still testing his system, so he runs every design through HMPro before putting them up. I suppose he does that whenever he has the time, so it gets approved whenever he gets to it. In my experience, it can take anywhere from a few days (rare), to a week, to several weeks.
And as far as I know, he doesn't disapprove designs, unless they have improper language in the fluff or something.
