-adding my 2 C-Bills in, the Panther falls in the same cathegory as the CapellanVindicator, a cheap machine using what it's available to fill in for heavier models.
The Panther it's just an attempt at cramming as much firepower and armor in a light 'Mech chassis to fill in the role of medium main line 'Mechs such as the Enforcer or Centurion in other Houses. The Combine hasn't decent medium 'Mechs, so it has to do with what they have.
The Panther makes up with numbers and ease of repair what it lacks in resilience. I value the 'Mech highly, and it's very effective if used in numbers, and taking into account its limitations.
