well, when the first succession war broke out, the commanders of the Inner Sphere suspended the Aires Conventions, so civilians were legal targets. But mechs just dont work in city and civilian areas, you do have a point with that one.
Thats what elementals are for.

On the contrary, 'mechs can play a valuable role in built-up areas, as long as they work in conjunction with infantry; some VTOL and artillery support is nice as well, of course. Any long, straight roads on the battlefield? Station a 'mech for fire support at one end, and you keep enemy forces from crossing that road without taking casualties. Does your infantry run into stiff resistance? Bring a 'mech or tank up to the front along a pathway you have already scouted for enemy forces. All of this requires patience, but a well integrated combined arms force (say, maybe, a 'mech per two companies of infantry) will have a much better time than infantry or 'mechs alone.
Elementals are, of course, a much different matter. If you are facing nothing but infantry resistance, or only minimal armor/'mech support, Elementals can probably do the job themselves. But they will have a tough time taking on a force of 'mechs on their own...even in a city, and an even harder time facing off with a true combined arms group.

REmember, mechs are basically the next step up from a conventional tank. Most militaries now still use tanks in city fighting, just not by themselves.

The Russians seem quite happy to use heavy artillery and close air support in city fighting. Level the city block if you're not sure it's safe to go through. If the civilians die or move away, hey, that means there's a better chance that you're shooting at the enemy!

Only once did I do anything like that in a mission. I was ordered to take and hold an IS town. When I was told there was inferno-equipped infrantry in the town, I requested enough Arrow IV support to level the town. Then I moved my troops in.

The Americans spent nearly a million dollars in 1969 to develop a pen that would write in zero G, underwater and other nasty environments.
The Russians use pencils....

I have found that Russian tactics work well in BT. At least for short term battles. If you are running longer scenarios it can be a bit grim. You tend to lose too many of your own people to use them for too long in the same series of battles.
In general though, it is not a good idea to have your heaviest armor unattended in a city. Handheld missiles and 'sticky bombs' can do too much damage without being able to retaliate.

the direct approach does have its virtues...of course, it might simply highlight differences in the way American and Russian graft works. Those "miracle pen" contracts probably went to companies which made large campaign contributions to House and Senate members; is Russia top government officials probably just skimmed off the top.
