Yes, it does. One crit in every location. It appears that all good things have a (sometimes heavy) price.

Right. You're much better off using Laser-Reflective (Glazed) armor. It cuts the damage from PPCs, flamers /and/ Lasers in half, develops no heat, you can't knock the crits out, and the only downside is that falling damage is doubled.

I thought that all ballistic damage was doubled as well with Glazed or lazer reflective armor.

Glazed armour:page 68 THB;

For all units,each ton of laser-reflectivearmour provides the standard 16 armour points
Laser-reflective armour reduces the damage a unit sustains from energy-weapon attacks:all types of lasers,PPCs and flamers,as well as attacks from infantry armed with energy weapons each point of reflective armour absobs 2 points of damage from such attacks,in the same manner as hardened armour,Other types of attacks are resolved normally
Because laser-reflective armour is so brittle,double the damage inflicted by physical attacks and falling. This double damage does not apply to a reflecyive-armoures units internal structure,however.In game play , the simplist way to handle such impact bamage is to mark off 2 armour boxes for every point of damage from such an attack.if only 1 armour box remains intact in a location ,the armour does not prevent damage from reaching the inrternal structure,but the box should be marked off nonetheless.

No, they're the same. Per MaxTech Revised, page 74:
"Laser-Reflective Armor: Also called "glazed armor" or "refec," laser-reflective armor..."
Laser-Reflective (Glazed) and Reactive (Blazer) armors, as described in MaxTech, supercede the "experimental" versions of the same armors published in the Tactical Handbook. Only the MaxTech versions are in HMPro. But even the THB version of Glazed armor did not take double damage from ballistic weapons, as it says on page 68 of THB: "...to glazed armor, which provides only standard protection against all other ballistic and physical weapons."
BTW, the original MaxTech that Mo is quoting from has the same wording, referring to Laser-Reflective armor as Glazed armor.

So shoot me ,I have the older books!but if you look in the post I first put up there are differances notably in how they handle PPC fire and critical spaces.(it would a pear the max tech version is derived fron standard armour while the THB states that their version is derived from ferro-fiborous.)also the THB version is vulnerable to AX warheads
