actually both. but the first one was "inc." i screwed that one up good . the good one is "inc" no period. use that one

Once a few people get factories going, start doing trade alliances..... It just makes good sense.
Until then, Diplomatic gives evreyone what they need.
BTW - Does anyone want to start a faction, or already have? If not, I'll start one...

Then you can't start a faction. You have to be level 5 to start one and Level 1 to join one.

The rules of the game. Level 0 empires cannot be attacked or attacked, so I expect it has something to do with that.

Yes but to prevent a loophole from being exploited, those empires that has more than 10 zones can have several of its zones be attacked or claimed by others. Meaning you have the immunity of not being attack unless you have excessive zones then you get trimmed back to 10 zones or less or you advanced to lvl 1.

At least as long as those zones are empty, which if they have something then more than likely you will not be at level 0 very long.
