This design seems to missing something and I think that something is an identity. Although the locations are different, this design reminds me a lot of the BattleMaster. It's a good 'Mech, but seems more like a small BattleMaster. Some good flavor text would probably clear the problem right up.
The other thing is that I'm a fan of arm mounted weapons and this design has only the ultra-close range hatchet. Maybe you could move the ERLLas and/or RAC/5 into the left arm?
On the plus side, the Light engine, heavy armor and CASE make this design hale and hearty. Might be a good slow cavalry unit, supporting the second push of the offensive when the faster units are already engaged.
