I am not advocating that units die in a single hit; which they do often enough now since the introduction of the gauss rifle head shot. And with the changes you can still have a brutal slugfest. You might have to balance a few other things, like giving engines a little more shielding, but it still would take a few hits.
Also, it might change the game mechanics such that the disparity between small and large mechs is decreased.

I agree that the Ap rounds need to be reworked for the Ac's its even a decent rule for them as well (just read up on it). You could change this by making the ammo bins the same no matter what (Their current idea has an ac20 AP round with 2 rounds per ton.)
And I disagree with not needing to change them all. Say you didnt change the lasers, gave them no penetration factor at all. What it would do is further drive away people from the new rule system, since their favorite weapon has been made less effective.
I think what you would have to do give them all a special damage curve. Ac's have the Penetration factor. Lasers and Ppc have a smaller penetration factor, but also add heat to the unit being fired on. Missiles just need to be reworked all together IMHO. Same with Tag, and especially NARC.
But Its given me some ideas. Mabey Ill rework them all and post it for consideration.

I think that ppc's should also screw the person up, I mean thats one of there mains puposes I think that stuff like the AC's shold havbe penetrating factor and the ppc's should have a going to screw you up factor or what ever you wanna call it _________________ You want some? Come and get it

Well, I'm not exactly looking for converts from old-timers. I don't think they're going to change for anything. Generally I approach game design as though I were going to introduce it to people who haven't played before.
I see no reason to change them all. The idea is to avoid redundant weapon systems, so changing everything to be in the same direction is kind of pointless.
