I asked a similar question over on Reddit, But - how much does in-universe considerations affect your choices for campaign? I spend a lot of time building "This is basically canon, but it uses equipment that official sources build a tech demo out of - then ignore."

Would you use or add equipment that - shouldn't necessarily be rare, or that seems rare (but isn't), if it isn't used on canon things? HarJel after 3115 or so isn't rare in particular. They've made synthetic HarJel, it's in production, there's just - not many units with it. (Unless you cound every Clan BA in existence.) Chaff Pods, no reason for them to be rare. Mine Dispensers.

I get the feeling that representative rarity, not being available from canon sources, is considered before functional rarity, being actually available in universe. That players wouldn't use things because they don't get used, which is circular but basically unsolvable without customs.

Well since I long ago concluded that my designs would break canon into torn up shreads, I moved to the deepest periphery where my personal faction is now the reason there are no aliens in battletech. As such I will happily use any bit of technology or equipment I can find an interesting use for this week.

But that's me, and I'm most certainly an exception.
How did reddit respond in general?

It was a slightly different question - how are you managing rare equipment in campaigns? Does it matter if something is rare or consumable? Do you track things like Heavy FF Armor or LFF Armor, Coolant Pods and Chaff Pods, components and repairs? The answer was generally no; they've gone abstract. Chaos Campaign doesn't get granular on it; rare and unique equipment isn't tracked and can be used and restocked as easily as anything else.

Only campaign I did that got into that was for a version of "Nuts & Bolts." Very much a design and upgrade your mech using a limited stockpile of points type of game.

rarity and tech level did come into play in that campaign since they directly affected the point cost to incorporate equipment onto your design.

Players stared out with a 20 ton chassis. Adding 5 tons cost 1 point. Tech and Rarity E cost 1 point each, Tech and rarity F cost 2 points each. Rarity X was 5 points.

Kills in the campaign got them extra points for upgrades, or if they got enough, eventually newer bigger mechs.

For other campaigns, like the Hinterlands thing, I think the abstraction can be a problem, since I will happily pull up ammo types that should be rare in that environment. But then we can always blame the sea foxes for selling to anyone at this point for the general availability of specialized equipment.

That sounds about right. Sigh... I need to get published and put submissions into Shrapnel or something. Otherwise, all the cool ideas I have are just going to evaporate. Poof, gone forever.
