Whatever you and the people play with want it to be. You can take 4 Ryoken-IIIs for a nice 18,000 BV, or 4 Locusts for 1600 BV. Some campaign books have hard limits on the points you have per mission, and if you went to a tournament the organizers would tell you what the limit is, but there is no official "play this many points" rule.

It depends on the era. 3-4k is a LARGE game for 3025 and medium for 3050. Dark Ages would likely be small given tech BV.
