and what does it do? How does it work and what benefits does it have?
Its not in any of my books so Im at a real loss here.

It is just another one of this advanced technologies like glazed armor, blue shield technology, EMP warhead for long range missiles, ...
which someone invents to compensate for his inability to win without cheating

its an armor type that gives the equipped 'mech a penalty on the to hit number against it. In other words, its harder to hit the stealth 'mech.
I dont have the Specs right now...such as weight or the to hit mods. Someone will hopefully throw that on soon...

Actually I see it as a item that adds to roleplaying ability. Which is what most of Lvl 3 tech is. I see it on deep recon or even INTEL gathering mechs (Ostscout) to add to survivability.

Except it's L2 technology (FM:CapCon). The Null Signature System is the L3 version of the technology.

stealth armor requires an ECM suite to operate.
when active, it generates 10 heat.
you mech is also counted as under the influence of an enemy ECM suite.
it makes it harder to hit your machine at longer ranges.
an additional +1 to medium
and an additional +2 to long
making it +3 at medium and +6 at long range in total.
comparing it to the Null Signiature System (lvl 3, found in maxtech), it is not that much worse.
with null sig, it is in every location except the head, it you lose an arm, you will lose stealth capability.
also, there are more crits to hit 7 in all.
however with stealth, armor crits are roll agains, so the only way to take out the stealth capability is to kill off the ECM suite.
the stealth system is more durable because even a severely damaged machine can still have stealth to run and hide. This durability comes at the cost of the added weight of the ECM suite, and the lack of Ferro-Fib armor. You also lose the C3 ability.
The null sig however only takes up crits and no tonnage. Giving you the ability to mount ferro-fib armor and skipping the weight of the ECM suite. It also allows you to use it in a C3 lance...

Both Null-Sig and Stealth armor block C3 networks *when active*, but when not active a unit can participate in a C3 network. There is a mech variant in the RS:3067 that has both Stealth Armor and a C3 slave, the Sha-Yu I believe.
