According to Sarna, the design is only supposed to use a Fusion engine and 10 Single Heat Sinks.
The system, however, requires the vehicle to have an XL engine to attain its translated speed of 9/14 and also requires 16 heat sinks for the loadout it uses.

Link is attached for reference. I believe the Combat Vehicle creation system may need a light overhaul to correct this issue.
