So is the is a second line refit? A "C" mech that say the Dragoons or one of the former Clan units are using? OR something the Diamond Sharks are selling?

It is supposed to be a brawler, Clan weapons brought from the Diamond Sharks and put onto an Inner Sphere chassis (in the factory).
