Does anyone know who builds Thugs in 3067? Is it everyone, or just ComStar (like the Crab)? I've got a Steiner Thug design, but I don't know if they can just build Thugs or if they have to find them or something.

Check out the IS atlas in the links section.. not sure How accurate.. but it's a good start

Keystone is where Earthwerks builds a lot of their mechs. They usually deliver to anyone able to pay, and some customers have their own variants made. I suspect just about anyone can buy a batch of Thugs. The Comstar-specific model is certainly not sold to anyone else.
