He probably calculated the amount of C-bills needed to accomplish that and now just makes up some wicked way to deal with financially ruined players 
Maybe running from angry creditors and bounty hunters while being unable to pay for repairs would make much more memorable compaign

Depends on why they're shooting at you...if they're mercs, chances are you can get them to stop shooting at you if you can pay them enough
