1: What year was level 3 tech introduced?
2: Will there ever be tech readout sections for non-mech designs?

Lvl 3 tech items appeared in different times. Some are from Star league (Null signature Anti-air targeting), some are from succession wars (physical weapons, I think), some are new (X-pulse lasers, ...)
I heard some rumors about vehicle section, I think that they'll be done someday (but I don't know when).

SD is right about the tech. When its introduced depends on the equipment.
For the second, there may be some day, but its highly unlikely. Mordel is probaly busy enough.

Well, neither am I. However he did recently announce a vast revamp of the TRO code, with the express purposes of:
Making it cleaner, neater, and more efficient.
Making adding new equipment and such easier (hence the new L3 TRO work in progress)
And finally to make it easier to add new TRO types, WHEN he gets there
