it has 2 thrust and the fuel to use it. Of course, how do you get past the +2 PSR every time you thrust?

That should be an easy task for hyper-trained zero g specialist warriors. And you don't need much thrust to hop between asteroids. Too much acceleration under your fingers could actually invite a disaster IMO.
