The Heavy Metal programs, although I still dabble a bit with The Drawing Board and The BattleMech Designer. The older programs have a feature I really wish HmPro had: OmniMechs are one file per chassis, not one per configuration.

the newest version of TDB...
don't make vehicles much but i build those in Vehicle Factory..
masterful creations rocks!
that and i'm cheap..

I have to agree with Chihawk and Ruger. Heavymetal is the way to go. It is an easy to use series of programs, with all level of rules built in, so you can make just about anything that you could possibly want to design.
Though on a more personal note, I know the designer of the Heavy Metal Series. and on more than a few occassions have tangled with him and his 'Mech forces. . .
