I'd prefer 4 ATM-7s or LRM 15s actually. Unified brackets and thus target modifiers. Less counting and all.

The efficiency of LRM 14s or ATM 7s aside Wink , in all fairness, this unit was just translated directly from MechWarrior: Dark Age sources.

I tend not to mind "mismatched" missile launchers. They all have plenty ammo and are just separate weapon systems that all happen to do their damage in 5-damage-blocks.

MW:DA is not a good source of anything apparently, but mismatched launchers also mean logistics mess and you can as well as dump all the ammo once the launcher gets damaged, itnstead of using the others for more bang out of your buck. All in all it sucks to do it this way, especially if there's no good reason or explanation to do so.
