It does. Though with a paltry 2 UMU, why bother with them. You only gain 1 hex over the minimum movement rule.

Well, they allow you to move about in water column, so you can slowly float over chasms or to surface, rather than being limited to movement on the floor. Don't forget that unlike with the JJs you don't have to end the movemnt on solid surface.
