overview: the double barrreled capacitor Gauss rifle was designed to, using the principles of rifling, to shoot fully charged electrolytic capacitors to burrow primarily through the faceplates of standard Clan Battle Armor.
game notes: since this rifle is double barreled, anytime it repels two fully charged electrolytic capacitors simultaneously and since they rotate in opposite and equal reactions cancelling each other's torques that occur inside the rifle, the attacker using it gains a -1 to-hit modifier. as soon as the electrolytic capacitors' prongs strike any conductor of electric current such as metal like armor or organic conductor (such as skin), they automatically discharge their electricity and inflict 2D6 points of personal weapon lethal damage and if the striked object was conscious, then he/she must make a consciousness roll to avoid blackout.
i know, i know, rules need improvements, what do you each recommend?

I'm not sure how those two shots would interact without flying wild if they ever managed to touch mid-flight. Besides you can fire the shots without any rotation if you want to, but it's the rotation that normally ensures, that the projectile follows direct path when it's not stabilized by some other means, so you don't want to lose it or interact with it. The armour also acts as a Faraday cage, so it won't actually affect the person inside unless you pierce it and connect the capacitors with it's body, which could already be lethal anyway. Also please note that BA interior probably nowhere on the body is directly connected with the exterior metal, having additonal layers of ceramics, underlying myomer, skeleton and memory foam and possibly har-jel banks.
I think you should check the 'mech grade tazers, but otherwise you could also include range, weight and space requirements info.

i think the faceplate of standard Clan Battle Armor is made from safety glass that the capacitors can drill through.

Many BAs don't even have any parts you can see through and rely on optics. Reliance on hitting the vision slit wont help you much either, since it's only over troopers eyes, so hitting the head would already be nearly always an insta-kill, but the trick would be achieving just that. Normal attacks are counting on actually connecting, rather than hitting a rather tiny weakspot, if the ferroglass actually is any weaker than the rest of the frontal plating.

yeah, it's just that i read in MechWarrior RPG2 or 3 or AToW or MechWarrior Companion that a character was aiming a personal weapon at the faceplate of a Clan BA, and the player controlling this character had to apply a modifier to the target number to account for the faceplate's small size. so i thought this weapon would shock (pun intended) some sense into Clan BA troopers.
