OK!OK!OK!OK!OK!OK!
I get it already!
You all are happy with the Panther the way it is!
I am not a Kuritan so, I don't thiink of it the same way.
Light mechs are for the most part scouts. Not necessarily speed demons with no weapons, but I can see what you all are talking about with the way that you use it.
I prefer enough speed to be useful in multiple roles. Using it the way that you describe I would take this and an urbie and a hatchetman and a Blackjack 2 as a strong sity defense force that is low cost and disposable.
I give. Enough already.

Hey, You don't need to give. This is no attack, so you needn't surrender. We all tend to give feedback here in this fashion. We go beyond just the designs numbers to a designs purpose and intent. It takes abit of getting used to at first, but you will have get alot ALOT of usefull information in the process.

Well its easy to be a Kuritan. Just when any enemy engages you with a medium or heavy battle lance. Counter with a Lance of Panthers.
The day you smoke either force with still one Panther standing your a true kurita samurai.
The day you lose all your mechs and get stomped by the heavier mass of metal bearing down on you... Your a true Kurita Samurai
It isn't the fact we need more speed. Its just that we don't need to run, we drop into our range and hell or high water we will take you with us.
I've spent a battle using 3 Panthers to hold a flank against a pair of Archers and a Whitworth. Its not pretty but at long range (+4) and with a 4 hex jump (+2) even his veteran (+3) Gunners were having a hard time hitting me even when I stood still. Sure I wasn't scoring too many hits but I was tying up his flank.
Your design would be a fine 35 tonner for another nation, another mech. But the mind set of the Panther is the "Alley Kat", the sniper, the heavy mech replacement, the samurai's blade, the mech that walks back with just its PPC arm and 2 legs essentially every fight because its out tonnaged.
Never surrender, your modification was workable, but it changes completely the way I'd use the mech, making me less than capable of calling it a Panther.

And oddly enough, the DCMS likes fast heavy mechs.. just look at the 3050 grand dragon (which is VERY common) and the 3050 charger (technically an assault...).

Yes, fast mechs keep the enemy occupied and Panthers PPC it to death. When someone tries to push to Panther's position there are Jenners ready to flank the enemy.
Or at least it should work this way
