I don't think that the Artemis is necessarily a waste. Stealth armor is not always on. It's not impossible (though not the norm) to find situations where it would be feasible to deactivate the stealth armor in order to gain the advantage of the Artemis. Also, it's plausible that you could lose your Guardian, thus disabling your stealth armor; gaining the Artemis effect (if they outlive your ECM, which is quite possible) when you lose the stealth ability would be advantageous. Indeed, I originally designed the 'Mech without Artemis, but added it after some thought.
As for the second heat sink: with only one truly practical enagement range, and only two weapons, I thought it would be best not to have to hold back an LRM shot if you end up running and shooting.
You seem to prefer making the 'Mech more limited as to the options it has in its primary role. Why?

In the end, everything just depends on the pilots preference. I for one, agree with StarRaven's use of the extra DHS but I also agree with the whole Artemis being replaced by more ammo.
From my experience with Stealth Armor, us usually don't get hit very often or at least often enough to worry about losing it so you may use ur artemis. The extra ammo lets me use some of those beautiful thunder munitions. I don't really see why you'd turn off the stealth armor in favor of the artemis but then again, I do see your point.
Just thought I'd toss my two cents in.
