Has anyone here developed a way to play a strategic Battletech game? And I don't mean Battleforce. I mean something where you have to worry about how units are deployed and what resources you have, and where the battles are fought in the classic Btech style.

I use a master map to keep track of who is where and when, and then I run all the battles that happen at the same time simultaneously (alternating between battles every turn). If someone wants to reinforce their comrades with units already engaged, I keep laying down new maps as needed (and taking up the old ones when not needed, but noting where everyone is on the master maps as they go. Once they have eluded their opponent (their opponent basically gives up chasing) I then just calculate remaining time until they arrive about 5 maps out, and then continue with the other battle until that time is reached (unless the opposing player happens to have intercepting units in place along the route of the reinforcements). The master map is run in a double-blind setup.
It all boils down to having a master map, keeping track of time very carefully, and using a lot of mapsheets. I find that this encourages the use of artillery, fast and mobile units (for relief forces, since the juggernauts simply can't keep up), units with large ammo bins, and scout assets. Players can therefore use superior strategy and tactics to use superior forces on their opponent by shifting assets, using feints, and all other kinds of tricks that never really were available in the set piece type battles that most scenarios dictate.
This takes quite a bit of time and a degree of micromanagement, but I've enjoyed it every time I've done it.

As even a normal double-blind scenario is too complicated and time-consuming for almost all players in my area, nobody has dared to organize something like that in Vienna 
If some time i get a chance to come to Texas, can i visit you to participate in one of your strategic scenarios ?

Sure, assuming I ever have the time to run one again. That's the downside of having a job and going to school, it gets in the way of quality gaming!
